 I.     General Requirements to Export from the West Bank to Israel

 

  • Unified Invoice (Form # 10)
  • Delivery Note
  • Specific documents according to product type (see below section)

 

II.     Specific Requirements

 

All West Bank crossings share the same procedure in terms of required documentations for particular a product, as follows

 

  1. Processed Food
  • There is no a clear procedure for Dairy or Luncheon meat yet, the Ministry of Agricultural are working to develop these procedures.  

 

  1. Agricultural Crops
  • Import of cash crops depends on the product itself and/or the season:

 

  • Vegetables and fruits: There is no need for any specific document for those crops;
  • Olive Oil: it is prohibited to import Olive Oil;
  • Dates: a certain types are allow to enter the Palestinian Territory, the import is changing seasonally, please refer to Ministry of Agriculture for updates;
  • Other crops: this is changing seasonally and/or even during the season, please refer to the Ministry of Agriculture for updates
  •  
  1. Pharmaceutical products

 

In order to export pharmaceutical products the exporting company must be registered in the Ministry of Health of the importing country and need to obtain

  • A Certificate of registration for pharmaceutical products, veterinary products, and cosmetic products;
    • A Free Sale Certificate(FSC) which clarifies that the product is sold freely in the country of origin under the same name, composition and directions mentioned in the application for registration, and;
    • Finally need a Certificate of a Pharmaceutical Product (CPP) which is issued by the inspectorate establishing the status of the pharmaceutical, biological, and veterinary product listed and the Good Manufacturing Practices- GMP status of the fabricator of the product.

 

  1. Others: Furniture; Stone and Marble; Garments and Textile

There is no need for any specific document for those sectors

 

 

III.       Import Shipping Procedures (internal crossings in the WB)

 

West Bank commercial crossings require back-to-back transfers, where goods are inspected by Israeli security and then transferred from trucks originating on one side to trucks on the other side to resume their journey to the Israeli market. After loading the good on the company’s shipping vehicle and attached all required documents, the company will be able to send the products to Palestinian Territory via one of the internal crossings. The shipping and the back-to-back procedures are as follows:

  1. The Palestinian truck should pass the security inspection by the crossing point authority, upon completion of the security truck, the Palestinian truck is allow to go to the back-to-back yard for goods transfer. The Israeli truck shall off load the pallets and the goods will reloaded on the Palestinian truck. Upon completion the Palestinian truck will return with the goods to the Palestinian
  2. The exception to this is Betunia Crossing, where the cargo transfer depends of the truck type:
    • Israeli Truck: upon arrival at a crossing, the Israeli truck driver is required to register his name at the entrance, show all the required customs documents for check by customs department. Upon completion of the customs check, the Israeli truck will resume its journey to the Palestinian territory
    • Palestinian Truck: the Palestinian truck of the other side should pass the security inspection by the crossing point authority, upon completion of the security truck, the Palestinian truck is allow to go to the back-to-back yard for goods transfer. The Israeli truck shall off load the pallets and the goods will reloaded on the Palestinian truck. Upon completion the Palestinian truck will return with the goods to the Palestinian territory.
  3. In addition, the Palestinian cargo may have to undergo a second phase of manual inspection or scanning after reloading of the pallets before the Palestinian cargo will leave the crossing. This is right only for Sugar and Wheat cargos.
